Abstract: Combining with current situation and demanding of mineral resouces in China, urgent problems existing in development and utilization of mineral resources in China are analyzed, from the point of view of mining industry globalization, development strategy of mineral resources in China should bases on “two kinds of resources” and “two markets” of international and domestic is proposed, greatly develop “recycling economy” in domestic and strongly implement strategy of “step out, hold array position, pay attention to effectiveness” on international, necessity of develop strategy is pointed out, deepen development direction of “step out” strategy, and system planning and reasonable construction done from country and enterprise level, positively develop multiterm “hold array position-pay attention to effectiveness” guarantee measures like“country establishment development strategy and secruity system of international resources” and “enterprise positively participate in risk exploration overseas,deepen 'engineering exchange resources'mode, develop internationalized talent team foundation,improve Transnational management level, increasing mining industry technology innovation and application” and so on.
