绿色矿山建设及可持续发展模式在海口磷矿中的应用

摘要: 为实现矿业高质量发展与生态环境保护的协同目标,针对大型露天磷矿在绿色转型 中面临的系统性难题,以国家级绿色矿山云南磷化集团海口磷业有限公司海口磷矿为对象,进行 了系统的案例研究。通过对海口磷矿 2024 年度自评估报告及长期实践的分析,从矿区环境、资源 开发、综合利用、节能减排、科技创新、企地和谐 6 个维度,总结了“边开采、边治理”生态修复、中低 品位资源高效利用、全流程智能化管理等具体实践与关键数据。结果表明:该矿成功构建了以高 标准规划为引领、科技创新为核心驱动、资源—环境—社区协同发展为特征的规划-科技-协同可 持续发展模式,海口磷矿 2024 年绿色矿山建设自评总分达 937 分,资源开发方式得分率高达 97.9%,节能减排获满分,为同类大型露天矿山,特别是磷矿行业的绿色、低碳、智能化转型提供了 可借鉴的系统性解决方案与实施路径。

Abstract: In order to achieve the coordinated goal of high-quality development of mining industry and ecological environment protection,aiming at the systematic problems faced by large open-pit phos⁃ phate mines in green transformation,a systematic case study is carried out in Haikou Phosphate Mine of a national green mine,Yunnan Phosphate Haikou Co.,Ltd.,through the analysis of the mine’s 2024 annual self-assessment report and long-term practical experience,from the six dimensions of mining area environ⁃ ment,resource development,comprehensive utilization,energy conservation and emission reduction,sci⁃ entific and technological innovation,and enterprise-land harmony,this paper summarizes the specific practices and key data of“mining while controlling”ecological restoration,efficient utilization of medium and low-grade resources,and intelligent management of the whole process.The results show that the mine has successfully constructed a planning-technology-collaborative sustainable development model charac⁃ terized by high-standard planning as the guide,scientific and technological innovationas the core drive, and resource-environment-community collaborative development.In 2024,the total self-assessment score of green mine construction in Haikou Phosphate Mine is 937 points,the scoring rate of resource develop⁃ ment mode is as high as 97.9%,and the full score of energy saving and emission reduction is obtained. It provides a systematic solution and implementation path for the green,low-carbon and intelligent transfor⁃ mation of similar large open-pit mines,especially the phosphate industry.
