天然铀运输安全的现状、风险与发展策略研究

摘要: 天然铀作为核燃料的核心资源,其运输的安全程度对核能利用、公众安全和环境保护 具有突出意义。天然铀运输进程复杂,涉及公路、铁路、海运等多种运输手段,且面临辐射防护、环境 安全和安保等多维度风险。研究对天然铀运输安全现状进行梳理和总结,分析运输渠道、政策条例 与监管体系,剖析了典型的事故案例,归纳了关键技术的进展动态,探讨了未来的发展路径。天然铀 运输技术正在不断改进,国际运输法规正慢慢统一,但安全事件依然主要由人为因素或包装缺陷引 起,应进一步增进智能监控手段、国际合作及法规协调工作,以有效提升天然铀运输的安全层级。

Abstract: Natural uranium,as the core resource of nuclear fuel,the safety level of its transportation is of prominent significance to the utilization of nuclear energy,public safety and environmental protection. The transportation process of natural uranium is complex,involving various transportation means such as roads,railways and sea transportation,and facing multi-dimensional risks such as radiation protection,en⁃ vironmental safety and security. The research sorted out and summarized the current situation of the safety of natural uranium transportation,analyzed the transportation channels,policy regulations and regulatory sys⁃ tems,dissected typical accident cases,summarized the progress trends of key technologies,and discussed the future development paths. The transportation technology of natural uranium is constantly improving,and international transportation regulations are gradually being unified. However,safety incidents are still main⁃ ly caused by human factors or packaging defects. Intelligent monitoring means,international cooperation and regulatory coordination should be further enhanced to effectively raise the safety level of natural uranium transportation.
