摘要: 通过分析2021 年我国大宗工业固废产生量及综合利用量变化的原因,识别出固废资 源价值重视不足、固废能源价值严重受制于政策、跨行业信息不对称、产废企业重堆存轻利用、缺 失多元主体市场化项目投资模式、产业政策存在协同性和落地性差等问题,并给出7 点针对性建 议:重视大宗工业固废一次资源代替、强调能源梯级开发综合效益、加强关键性难点技术攻关支 持、加强区域性工业固废专业化平台建设、提高产废企业责任主体政策的前瞻性和固废利用意识、 提升固废处置利用多元化模式、固废处理能力和体制机制多元协同。

Abstract: By analyzing the causes of changes in the production volume and comprehensive utilization amount of bulk industrial solid waste in 2021,problems such as insufficient attention to the value of solid waste resources,the value of solid waste energy constraints on policy seriously,cross-industry information asymmetry,heavy storage and light utilization of waste production enterprises,lack of multi-subject market-oriented project investment mode,and poor coordination and implementation of industrial policies are identified. Seven specific suggestions are given as follow: attaching importance to primary resource replacement for bulk industrial solid waste,emphasizing comprehensive benefits of energy stepwise development,enhancing support for key and difficult technologies and construction of specialized platforms for regional industrial solid waste,improving the forward-looking of responsibility subject policy of industry and waste enterprises and solid waste utilization consciousness and diversified modes of solid waste disposal and utilization,achieving solid waste treatment capacity and diversified coordination of systems and mechanisms.
