基于可拓理论的安全双重预防体系建设质量评价研究——以华联矿业为例

摘要: 在各企业安全管理双重预防体系工作中,体系的建设路径局限于企业对照地方标准 中的建设模板进行套用,对建设成果的评估也仅限于对照评分标准所赋分值进行量化计算,致使 安全管理仍局限在标准制定与执行层面,缺乏深层次的理论研究。以华联矿业双重预防体系建设 为例,运用定量模型方法对其双重预防体系建设中各层级指标的分值及最终评价等级进行定量计 算,通过计算结果确定体系建设的评价等级,并明晰体系建设中的薄弱环节。同时,通过运用层次 分析、可拓理论模型对华联矿业双重预防体系建设成果进行评价,验证双重预防体系考核办法中 各项评估指标赋值的正确性,供类似研究参考。

Abstract: In the work of the enterprise safety management double prevention system,the construc⁃ tion path of the system is limited to the application of the construction template in the enterprise against the local standard,and the evaluation of the construction results is limited to the quantitative calculation of the score value assigned by the scoring standard,resulting in the safety management is still limited in the stan⁃ dard formulation and implementation level,the lack of in-depth theoretical research.Taking the double pre⁃ vention system construction of Hualian Mining Company as an example,this paper quantitatively calculates the scores and final evaluation levels of each level index in the construction of the double prevention system by using quantitative model method,determines the evaluation levels of the system construction through the calculation results,and identifies the weak links in the system construction.At the same time,through the use of AHP and extension theory model to evaluate the construction results of the double prevention system of Hualian Mining Company,verify the correctness of the evaluation indicators in the assessment method of the double prevention system,which provides the reference of similar study.
