广西稀有金属产业链发展研究:结构性瓶颈、突破路径与系统战略#br#

Research on the Development of the Rare Metal Industrial Chain in Guangxi: Structural Bottlenecks,Breakthrough Paths and Systematic Strategies

摘要: 稀有金属是支撑国家战略性新兴产业与国防安全体系的关键物质基础。以广西壮 族自治区为研究对象,聚焦铌、钽、锂、铍、锆、铪、锶、铷、铯 9种战略性稀有金属,综合运用全球价值 链、产业集群与创新生态系统理论,构建了涵盖“矿产勘查—开采选矿—冶炼分离—材料制备—终 端应用—循环回收”的全产业链分析框架。研究发现,广西稀有金属产业链面临“上游基础薄弱、 中游环节缺失、下游应用单一”的结构性失衡困境:上游资源禀赋良好,但勘查程度低,导致“家底 不清”;中游高附加值冶炼与材料制备环节几近空白;下游除锂电池产业外发展滞后,且与本地资 源关联度低。核心在于复杂共伴生资源(尤其是铝土矿冶炼副产物赤泥)的高效清洁综合利用技 术瓶颈尚未突破,以及区域创新生态与产业集群支撑不足。通过与内蒙古、四川、新疆等国内主要 稀有金属产业集聚区的横向对比,识别出广西在资源共伴生特征与面向东盟区位方面的独特优 势。面对全球供应链重构与国内产业升级的双重压力,提出“勘查先行、技术破局、集群布局、开放 合作”的系统性发展战略:实施战略性矿产勘查工程以夯实资源根基;以“赤泥多金属协同提取与 大宗化利用”为关键技术突破口;依托北部湾临港优势布局高端材料精深加工集群;构建“政产学 研金服用”深度融合的创新共同体;并从组织统筹、政策支持、资源保障、开放合作 4 个维度完善实 施保障体系。为广西将潜在资源优势转化为产业竞争优势、融入国家关键原材料安全保障体系提 供了理论依据与实践参考。

Abstract: Rare metals serve as an indispensable material foundation for supporting national strategic emerging industries and defense security systems. This study takes the Guangxi Zhuang Autonomous Re⁃ gion as its research object,focusing on nine strategic rare metals including niobium(Nb),tantalum (Ta),lithium(Li),beryllium(Be),zirconium(Zr),hafnium(Hf),strontium(Sr),rubidium(Rb), and cesium(Cs). A comprehensive industrial chain analysis framework is systematically constructed,cov⁃ ering“mineral exploration → mining and beneficiation → smelting and separation → material prepara⁃ tion → end-use applications → recycling”,integrating theories of global value chains,industrial clus⁃ters,and innovation ecosystems. The research reveals that Guangxi's rare metal industrial chain faces a profound structural imbalance characterized by“a fragile upstream foundation,a broken midstream link, and a singular downstream application.”Specifically,the upstream sector suffers from low exploration lev⁃ els despite favorable resource endowments,resulting in an unclear resource inventory;the midstream sec⁃ tor is nearly vacant in terms of high value-added smelting and material preparation;and the downstream sector is severely underdeveloped except for the lithium battery industry,which remains decoupled from lo⁃ cal resources. The core constraints lie in the unresolved technological bottlenecks for the efficient and clean comprehensive utilization of complex associated resources—particularly bauxite smelting by-prod⁃ ucts(red mud)—as well as insufficient support from the regional innovation ecosystem and industrial clus⁃ ters. Through horizontal comparison with major domestic rare metal industrial agglomerations in Inner Mon⁃ golia,Sichuan,and Xinjiang,Guangxi's unique advantages in resource associated characteristics and ASEAN-facing geographical location are identified. Confronted with dual pressures from global supply chain restructuring and domestic industrial upgrading,this paper proposes a systematic breakthrough strat⁃ egy centered on“exploration first,technological breakthrough,cluster development,and open coopera⁃ tion”. Specific implementation pathways include implementing strategic mineral exploration projects to con⁃ solidate the resource foundation;targeting“multi-metal co-extraction and bulk utilization from red mud” as a key technological breakthrough to address comprehensive resource utilization challenges;leveraging the port advantages of the Beibu Gulf to establish high-end material deep-processing clusters and strength⁃ en the weak core links of the industrial chain;fostering a deeply integrated innovation consortium involv⁃ ing government,industry,academia,research,finance,application,and service sectors;and improving the strategic implementation guarantee system from the four dimensions of organizational coordination,poli⁃ cy support,resource guarantee,and open cooperation,accompanied by a comprehensive benefit analysis. This study aims to provide theoretical basis and practical reference for Guangxi to transform its latent re⁃ source advantages into industrial competitive advantages and facilitate its deeper integration into the nation⁃ al critical raw material security system.
