凹山总尾矿库闭库调洪能力升级改造

Upgrading and Transformation of Closed Reservoir Flood Regulation Capacity of Aoshan Total Tailings Reservoir

摘要: 为提升尾矿库闭库后的安全可靠性,加强安全管理,以凹山总尾矿库为工程载体,针对 闭库后防洪能力升级的核心问题,构建了基于多要素协同优化的本质安全提升技术体系。结合库区 “一面靠山,三面筑坝”的地形特点,在满足尾矿库规范及设计要求的前提下,采用滩面造坡整治、地 表排水沟建设的综合治理方法,滩面按照0.5%~2%的坡度进行整治,向地表排水沟和排水井区域顺 坡倾斜;滩面新建4条排水沟,沟底坡度按0.35%~1.5%设计。工程实施后,滩面排水沟能使雨水快速 收集和排出,减少雨水在滩面的停留时间,防止滩面降水滞留,达到了减少渗水、降低坝体浸润线的 效果;尾矿库调洪库容为46.37 万m3 ,较改造前增加了56%,有效提升了尾矿库的防洪能力;洪水位最 大上升高度为1.15 m,最大泄流量为24.32 m3 /s,计算安全超高3.05 m,该库的排洪能力由三等库的上 限(500 a)提升到二等尾矿库上限(1 000 a)的标准。该工程实践证实,通过相关技术改造,可进一步 提升尾矿库的安全性能,有利于尾矿库闭库后的安全管理。

Abstract: To enhance the safety and reliability of tailing reservoir after closure and strengthen their safety management,take Aoshan General Tailings Reservoir as the engineering carrier.It constructs an intrin‐ sic safety enhancement technology system based on multi-factor synergistic optimization in response to the core problem of upgrading the flood prevention capacity after closure. Combined with the topographic charac‐ teristics of the reservoir area,“one side of the mountain,three sides of the dam”,under the premise of meet‐ ing the specifications and design requirements of the tailing reservoir,the comprehensive management meth‐ od of beach slope remediation and surface drainage ditch construction is adopted.The beach surface is graded according to a slope of 0.5% to 2%,sloping downhill toward the surface drainage ditch and drainage well ar‐ ea;four new drainage ditches are constructed on the beach surface,with the slope of the bottom of the ditch designed at a rate of 0.35% to 1.5%. After the implementation of the project,it has been verified that the con‐ struction of the beach drainage ditch can enable the rapid collection and discharge of rainwater,reduce the residence time of rainwater on the beach surface,prevent the retention of precipitation on the beach surface, and achieve the effect of reducing seepage and lowering the infiltration line of the dam body. The reservoir flood control capacity is 463 700 m3 ,an increase of 56% compared with the pre-rehabilitation period,which effectively improves the flood control capacity of the tailings reservoir;the maximum rise in flood level is 1.15 m,the maximum discharge flow rate is 24.32 m3 /s,and the calculated safe over-height is 3.05 m. The res‐ ervoir's flood discharge capacity has been upgraded from the upper limit of the third-grade reservoir(500 a) to the upper limit of the second-grade tailings reservoir(1 000 a). The practice of this project confirms that the safety performance of the tailings reservoir has been further improved through the relevant technical transformation,which is conducive to the safety management of the tailings reservoir after its closure.
