Abstract: By analyzing the causes of changes in the production volume and comprehensive utilization amount of bulk industrial solid waste in 2021，problems such as insufficient attention to the value of solid waste resources，the value of solid waste energy constraints on policy seriously，cross-industry information asymmetry，heavy storage and light utilization of waste production enterprises，lack of multi-subject market-oriented project investment mode，and poor coordination and implementation of industrial policies are identified. Seven specific suggestions are given as follow: attaching importance to primary resource replacement for bulk industrial solid waste，emphasizing comprehensive benefits of energy stepwise development，enhancing support for key and difficult technologies and construction of specialized platforms for regional industrial solid waste，improving the forward-looking of responsibility subject policy of industry and waste enterprises and solid waste utilization consciousness and diversified modes of solid waste disposal and utilization，achieving solid waste treatment capacity and diversified coordination of systems and mechanisms.
