Abstract: Checking the scope of mining rights of sand and gravel mine is a necessary work before orderly launching of sand and gravel mine. Through scientifically and reasonably delimiting the mining area， strictly controlling the mining rights and setting up access conditions，and then promoting the transformation and development of sand and gravel mining industry from the source. Based on the practice of checking the scope of mining rights of sand and gravel mines in Hunan Province，the origin of the task，process and technical requirements of the checking work are expounded. It systematically analyzes the problems existing in the work，such as insufficient degree of geological exploration work，many restricted factors in scope demarcation，ineffective connection between scope verification and follow-up links，uneven quality of verification technical personnel，relevant standards and norms to be improved，and linkage mechanism with other industrial sectors to be improved. It is suggested that the next work should strictly abide by the exploration standards，in-depth study and analysis，pay attention to the link，strengthen the technical training of personnel，improve the standards and norms，perfect the coordination mechanism and other countermeasures and suggestions，which has reference significance for further checking the scope of mining rights of sand and gravel mines.
