Abstract: The remising of mining right is a way of selling out mining rights  on behalf of a country. And it is an important aspect of the mining right's market construction. Presently there were some problems in its operation such as how to decide the payment amount of the mining right cost, and what is the decision procedure for the mining right's price? Which have an immediate effect on the the essence of mining right cost and the fairness of mining right market. This article attempts to be helpful to the operation of the mining right market construction.
