Abstract: Taking 2020 as the base period，based on the survey data，the occurrence and development and utilization of coal resources in China are comprehensively sorted out，and the‘three rates’index of coal resources in China is analyzed in depth. The results show that the average recovery rate of coal mining is 86.14%，that of open-pit coal mine is 94.82%，that of processing ratio is 80.60%，and that of coal gangue comprehensive utilization rate and mine water comprehensive utilization rate are 84.54% and 91.54% respectively. The‘three rates’standard of rational development and utilization of coal resources plays a role in promoting the improvement of enterprise technical equipment level，the protection and rational utilization of coal resources，the improvement of mining management efficiency，and the improvement of the utilization rate of associated resources.
