Abstract: Mining economy is one of the important pillar industries of national economy, and non-metallic mineral resources play a pivotal role. There are many kinds and abundant mineral resources in Anhui Province. In order to understand the problems existing in the exploration, development and utilization of non-metallic mineral resources in Anhui Province, through the investigation and analysis of the development and utilization data, the problems existing in the comprehensive exploration, comprehensive evaluation, mining access standards, large and medium-sized mine structure, ore mining total control, the status quo of mining rights setting, and efficient utilization of mining for non-metallic minerals are analyzed. Some suggestions are put forward, such as strengthening comprehensive exploration and comprehensive evaluation of non-metallic mines, strictly establishing new minimum mining access for mining rights, perfecting the withdrawal mechanism of mining rights, optimizing the structure of mining industry, strengthening spatial control of planning zones, optimizing mining layout, strengthening supervision of "three rates" level, and establishing evalu⁃ ation system of development and utilization level.
