Abstract: The quality of high-level talents cultivation of engineering graduate students is an important support and guarantee for the country′s economic and social development and progress.With the development of new industrial revolution and the proposed concept of "new engineering",an important subject is how to accurately understand the connotation and objectives of new engineering under the background of the national "double firstrate" construction,and how to subsequently establish a relevant training system for top innovative talents cultivation.The cultivation objectives and specific measures of new engineering talents under the background of  "double first-rate",it is concluded that the cultivation of high-level postgraduate talents should start with correct positioning and clear objectives,followed by controlling from all aspects of talent training,strengthening the process management,and implementing the elimination mechanism.KeywordsNew engineering,"Double first-rate",Talent cultivation
