摘要: 针对应急技术平台构建模式固定、难以适应多变灾情,各级应急平台结构复杂、功能差异较大、难以互联互通的难题,以技术构架为视角,对突发事件的社会安全、公共卫生、自然灾害和事故灾害的通用基础平台和专用平台进行了归纳,分析了国内矿山应急指挥平台技术框架现状,为我国矿山应急救援指挥平台建设提供借鉴。

关键词: 突发事件, 应急指挥平台, 框架模型, 事故灾害

Abstract: The establish mode of emergency information platform is fixed,which is not suitable for changing of disaster situations.The structure of all levels emergency platforms are complex,the difference of the functions of all levels emergency platforms are obvious,which is not meet the requirement of connectivity.The general foundation platforms and dedicated platforms of social security,public health,natural disasters and accidents disaster are summarized.The current situation of the technical architecture of the emergency information platform in our country is analyzed to provide reference for establishing the emergency rescue command platform.
